When I start a colored pencil only project this is what I do to get myself started. I don't get super fancy or rigid with my planning process but I do give myself a starting plan. This way I am confident when I start the project. As you know there are many times where things may change during the coloring phase. At least with this starting plan it points me in the right direction when things need to shift.

Phrankie Tips:
Use a reference - I cannot stress enough how important a reference is. Even if the reference isn't the exact same pose or person you are drawing find a reference that is similar to find the colors you need in the highlights and the shadows.
Find an app that will help you isolate the colors in the reference. I use procreate but there at least one million programs out there that will do the same thing for you.
Swatch your colors first - I have made this mistake tooooooo many times thinking the colors I picked matched what I saw on the screen. Seriously, swatch your colors first on the same type of paper you are working on you will thank me later - so your welcome :)
